The following legislation was introduced by the Chairperson at the request of the County Executive unless otherwise noted: 

Appointments

 

Council Resolution No. 30-2014 - Confirming the appointment of Susan M. Hailman to the Commission on Aging.

Council Resolution No. 31-2014 - Confirming the appointment of Opel T. Jones, I to the Human Rights Commission.

Council Resolution No. 32-2014 - Confirming the reappointment of Katherine Elicker to the Environmental Sustainability Board.

Council Resolution No. 33-2014 - Confirming the reappointment of Richard J. Green to the Advisory Board on Consumer Affairs.

Council Resolution No. 34-2014 - Confirming the reappointment of Andrew A. Monjan, Ph. D., M.P.H. to the Commission on Aging.

 

Financial

 

Supplementary Budget & Appropriation Ordinance No. 3-FY2014 - Transferring $2,000,000 from the General Reserve, Contingency Fund to the Department of Public Works and increasing the General Fund budget of the Department of Public Works and the County by an additional $1,300,000 for unanticipated expenses for snow removal; and declaring, under section 610(b) of the Howard County Charter, that this transfer is necessary to meet a public emergency affecting life, health or property.

Transfer of Appropriation Ordinance No. 3-FY2014 - Transferring $100,000 in grant funding from Capital Project C0214, Category Contingency Fund, to Capital Project C0337, Ellicott City Improvements and Enhancements, for the Ellicott City Streetscape Program grant.

 

General


 

Council Resolution No. 35-2014 - Declaring that a portion of certain real property consisting of 0.6113 acres located on Guilford Road and owned by Howard County, Maryland is no longer needed by the County for a public purpose; authorizing the County Executive to convey the property to The Salvation Army in exchange for the acquisition of 0.6113 acres of adjacent property owned by The Salvation Army; waiving the advertising and bidding requirements of Section 4.201 of the County Code in connection with the property’s conveyance; and providing that the County Executive is not bound to terminate the County’s interest in the property if he finds that the property may have a further public use.

Council Resolution No. 36-2014 - Pursuant to Section 4.201 of the Howard County Code, authorizing the County Executive to convey certain real property owned by the County shown as Parcel A, containing approximately 1.7386 acres to the Howard County Housing Commission; waiving the advertising and bidding requirements of Section 4.201 of the Howard County Code; and providing that the County Executive is not bound to convey the land if he finds that the land may have a further public use.

Council Resolution No. 37-2014 - Adopting Howard County’s Annual Action Plan for housing and community services to qualify for the receipt of federal Community Development Block Grant and Home Investment Partnership Program funds.

Council Resolution No. 38-2014 - Introduced by: Courtney Watson, Councilperson - Requesting the Howard County Environmental Sustainability Board to review the potential environmental impacts of locating Composting Facility & Mulch Manufacturing uses on agricultural land in Howard County and make a recommendation to the County Council by a certain date and requesting the County Executive to provide appropriate county resources to support this effort.


Council Resolution No. 39-2014 - Introduced by: Calvin Ball - Creating a task force to study standards and related parking issues for locating fueling stations and to recommend standards for locating facilities.


Council Bill No. 12-2014 - Introduced by: Jennifer Terrasa, Council Member - Amending the Howard County Code to require developers conducting presubmission community meetings in accordance with Section 16.128 and 16.205 of the County Code to send notification to any school within a three-mile radius of the subject property; and generally relating to presubmission community meetings.

Council Bill No. 13-2014 - Introduced by: Courtney Watson, Council Member; Co-sponsored by: Calvin Ball, Council Member; Jennifer Terrasa, Council Member - Requiring County Boards and Commissions and the Howard County Housing Commission to publicly post minutes and agendas of all open meetings; and generally relating to Boards and Commissions.

Council Bill No. 14-2014 - Introduced by: Jennifer Terrasa, Council Member; Co-sponsored by: Calvin Ball Council Member; Courtney Watson, Council Member - Amending the building code to conform terms relating to persons with disabilities; amending the Equal Business Opportunity Commission to conform terms relating to persons with disabilities; amending the human rights provisions to conform terms relating to persons with disabilities; amending housing and community development programs to conform terms relating to persons with disabilities; amending the Howard County Cable Television Systems Franchise Act to conform terms relating to persons with disabilities; amending towing provisions to conform terms relating to persons with disabilities; amending recreations and parks provisions to conform terms relating to persons with disabilities; and generally relating to people with disabilities.

Council Resolution No. 150-2011 - Introduced By, Greg Fox  - Proposing to add a section to Article VIII. “Centralized Purchasing” of the Howard County Charter to limit the exercise of the power of eminent domain so that the power is used only for public purposes and not for private economic development, and submitting this amendment to the voters of Howard County for their adoption or rejection in accordance with Article X of the Howard County Charter and Article XIA of the Maryland Constitution.   


Council Resolution No. 117-2013 - Declaring that a total of approximately 0.841 acres of real property owned by Howard County and identified as a portion of the right-of-way of Dorsey Run Road is no longer needed for a public purpose; authorizing the County Executive to waive the advertising and bidding requirements of Section 4.201 of the Howard County Code in order to convey the property to Coastal Sunbelt Produce; and providing that the County Executive is not bound to convey the property if he finds that the land may have a further public use and submits his finding to the County Council for its consideration.
