Alcoholic Beverage Hearing Board


Consists of five members who are appointed by the County Council whose duties include issuing and revoking licenses to sell alcoholic beverages and assuring adherence to Maryland laws and the county's rules and regulations pertaining to the sale of alcoholic beverages. Applications for liquor licenses may be made through the Administrative Assistant to the Board of License Commissioners.


 

Board of Appeals

The Board of appeals consists of five members who are residents of Howard County and appointed by the County Council. They serve overlapping, five-year terms. The Board of Appeals hears appeals of the decision by the Hearing Examiner, which includes appeals of administrative decisions by a County agency, variances from the Zoning Regulations and sign code, conditional uses and non-conforming uses. 



 

Board of Appeals Hearing Examiner

 
A Hearing Examiner, appointed by the County Council, hears appeals of administrative decisions by a County agency and certain zoning matters, including variances from the Zoning Regulations and sign code, conditional uses and non-conforming uses. Decisions of the Hearing Examiner may be appealed to the Board of Appeals.


 

Board of License Commissioners


The five Council Members sit as the local Board of License Commissioners, more familiarly known as the Liquor Board. Their duties include issuing and revoking licenses to sell alcoholic beverages and assuring adherence to Maryland laws and the county's rules and regulations pertaining to the sale of alcoholic beverages. Applications for liquor licenses may be made through the Administrative Assistant to the Board of License Commissioners.


 

Compensation Review Commission 2009


Under the County Charter, the Council is required to establish a Compensation Review Commission in the year before an election year to submit recommendations to the Council relative to compensation for Council Members and the County Executive in the following four-year term. (Howard County Code Sec. 5.100-5.101)


 

Zoning Board


Council members also comprise the membership of the Zoning Board -- the county's zoning authority. The Zoning Board guides the future growth of the county in accordance with a General Plan which is developed to ensure the most beneficial and coherent relationships among the county's residential, nonresidential and public areas. The county's zoning regulations guard the character and social and economic stability of the County.
