Legislative Session for April, 2010
The Howard County Council will hold a legislative session beginning at 7:30 p.m. on Monday, April 5, 2010, to introduce new legislation for the month of April.
Council Bill No. 13-2010, introduced by the Chair at the request of the County Executive, seeks to adopt newly revised stormwater management regulations for Howard County. In 2007, the State passed and codified the Stormwater Management Act of 2007. The goal of the Stormwater Management Act of 2007 is to minimize the impact of development and conserve natural features throughout the State. The 2007 Act mandates that each local jurisdiction adopt revised regulations by May 2010.
Council Bill No. 14-2010, extends the existing green building standards. Today, the standards cover buildings of 50,000 square feet or more. Under this Bill, the standards would also apply to buildings of 10,000 square feet or more that are part of the redevelopment of Downtown Columbia.
Council Bill No. 15-2010, introduced by Mary Kay Sigaty, Calvin Ball, Jennifer Terrasa, and Courtney Watson, seeks to expand the purview of the Design Advisory Panel to include review of future Downtown Columbia Revitalization projects. Currently, the Design Advisory Panel reviews development projects along the Route 1 corridor, age-restricted adult housing conditional use projects, and New Town Village Center projects. The proposed bill is the result of the passage of Council Bills 58 and 59-2009, which allows for the redevelopment of Downtown Columbia, under certain conditions.
