The Planning Board met on April 14, 2016 (Click here to view), April 28, 2016 (Click here to view), and May 10, 2016, (Click here to view) to hear the two proposals for affordable housing in Downtown Columbia and issued recommendations.
On March 31, 2016, the Howard County Department of Planning and Zoning issued two technical staff reports on the proposals for affordable housing in Downtown Columbia.
HRD submitted a petition for a Development Rights and Responsibilities Agreement (DRRA) on March 15, 2016.
The Director of Planning and Zoning submitted a Zoning Regulation Amendment regarding affordable housing in Downtown Columbia on March 14, 2016.
On March 11, 2016, the County Executive proposed amendments to the Downtown Columbia Plan and PlanHoward 2030 to address affordable housing in Downtown Columbia and the Department of Planning and Zoning announced a Planning Board Hearing scheduled for April 14, 2016 at which the Planning Board will consider the Executive’s proposal as well as the proposal which Councilwoman Jen Terrasa submitted in October, 2015.
The Howard Research and Development Corporation (HRD) held a pre-submission community meeting regarding a proposed Development Rights and Responsibilities Agreement on February 20, 2016.
The County Council held another work session on affordable housing in Downtown Columbia on Monday, November 16, 2015 in the Banneker Room of the George Howard Building.

On October 19, 2015, the Council held a special work session on Affordable Housing in Downtown Columbia.
The Council explored the projected impacts of the proposed draft joint recommendations at its monthly meeting on October 13, 2015.
On October 1, 2015, Council Member Terrasa filed a petition for a Zoning Regulation Amendment and an accompanying General Plan Amendment to implement the original recommendations of the CDHC.
CDHC, HHC, the Howard County Housing Commission, and the Administration presented a draft set of joint recommendations to the Council at a work session on September 8, 2015.
Members of the Council asked CDHC and HHC to see if there was common ground for a joint proposal for affordable housing in Downtown Columbia. The two groups returned to the Council’s monthly meeting on July 13 to provide an update on the status of their discussions.
The Howard Hughes Corporation (HHC) submitted an analysis of CDHC’s recommendations to Council Members and presented an alternative proposal to the Council at its monthly meeting on June 8, 2015.
These recommendations were presented to the Council at its monthly meeting on April 13, 2015.
In February 2015, CDHC submitted its recommendations to the County Council.
In October 2014, the County Council passed a resolution (CR120-2014) requesting the Columbia Downtown Housing Corporation (CDHC) to consider whether legislative changes were necessary and appropriate to ensure that the Downtown Columbia Plan's vision for a full spectrum of affordable housing would be achieved and also to recommend any changes believed necessary and appropriate to the County Council and County Executive.
