The County Council serves as the legislative branch of county government. The District Office assists with county-related issues or concerns of residents or businesses. For questions about schools, state highways and active zoning cases, contact information is provided below.

Expand All- All matters related to the public schools are governed by the elected Board of Education which oversees the Howard County Public School System as authorized by the state Department of Education. Issues and concerns related to the school system should be directed by email to April Harrison or the HCPSS office at (410) 313-7194.
- Many roadways in the county are state or federal roadways. If you're unsure, feel free to contact us. If you know a roadway of concern is state or federal, those issues should be directed to the Maryland Department of Transportation (MDOT) by email to Andrew Radcliffe, SHA District Engineer, District 7, or by phone at (301) 624-8102.
- Because many zoning matters may end up in front of the County Council as a Zoning Board case, council members are prohibited from having substantive discussions with the public about specific projects or properties. Concerns related to zoning should be directed by email to the Board Administrator, or by phone at (410) 313-2395.
