Howard County Council to Introduce Emergency Legislation to Make a Technical Correction to the Citizens’ Election Fund Law  

Ellicott City, MD (January 26, 2022) – Tonight at 6:00 pm, Chair Opel Jones will call the Howard County Council into emergency session to introduce CB11-2022, an emergency bill to make a technical correction in a section of the Citizens’ Election Fund law.  

Following public testimony on CB6-2022, a bill introduced last month by Councilmember David Yungmann to make this technical revision, the body has worked through individual concerns to agree on this course of action. This new emergency legislation is sponsored by all five Councilmembers and co-sponsored by the Chairperson on behalf of the County Executive.  

The required Public Hearing for this bill will be held on Monday, February 7th, 2022 at 6:00 pm, immediately followed by a Special Legislative Session for final action. The anticipated passage of CB112022, which requires the support of at least four out of five Councilmembers, will become immediately enacted once signed by County Executive Ball.  

Testimony for Council Bill 11-2022 will be limited to one minute for individuals and two minutes for nonprofit organizations.  We will have a maximum of one hour of testimony.  We ask that if you have already testified for Council Bill 6-2022, please allow this time for those who may not have already testified regarding the topic of this legislation. Your written comments are considered by the Council and can be sent into councilmail@howardcountymd.gov.
