Subject: Terminating the Howard County
State of Emergency declared by Executive
Order 2020-02 and extended by Council
Resolution No. 41-2020.

WHEREAS, on March 15, 2020, by Executive Order No. 2020-02, pursuant to the authority
granted by Howard County Code, Sections 6.103 and 6.104 and the County Charter, I declared a state
of emergency in Howard County; and

WHEREAS, the state of emergency was extended by the passage of Council Resolution No. 41-
2020; and

WHEREAS, Council Resolution No. 41-2020 provides that the state of emergency shall
continue and remain in effect while the state of emergency and/or the catastrophic health emergency
declared by Maryland Governor Lawrence J. Hogan, Jr. remains in effect or until terminated by
Executive Order issued by the County Executive, whichever is later; and

WHEREAS, the state of emergency and/or catastrophic health emergency declared by Maryland
Governor Lawrence J. Hogan, Jr., was terminated in August 2021; and

WHEREAS, because of the substantial decrease in case rate and hospitalizations in Howard
County and other metrics used by the Centers for Disease Control and Prevention and the Howard
County Health Officer, coupled with a wide availability of vaccinations and testing, including rapid inhome
testing, we can now terminate the Howard County state of emergency.

NOW, THEREFORE, BE IT ORDERED AND PROCLAIMED by the County Executive of
Howard County, Maryland, that the state of emergency declared by Executive Order 2020-02, and
extended by Council Resolution No. 41-2020 is hereby terminated as of noon on March 15, 2022.

IT IS FURTHER ORDERED, pursuant to the authority granted by Howard County Code
section 6.103(b):

  1. This Executive Order shall be promptly publicized; and
  2. A copy filed with the Administrator to the County Council of Howard County.

IN WITNESS WHEREOF, I, Calvin Ball, as County Executive of Howard County, Maryland,
have hereunto set my hand and caused the seal of Howard County to be affixed this 15th day of March,
2022.
