SMART (Strategic Moratorium for Assessing Responsible Technology) Data Center Task Force
Council Bill 31-2026 instituted a temporary County moratorium on the approval of data centers and called for the creation of a task force to study the matter. The legislation has also tasked the task force with issuing a final report recommending best practices for data center siting and location.
