District 5 covers approximately 50% of the land area of Howard County. It includes areas such as Highland, Woodbine, Glenwood, Mt. Airy, Woodstock, Cooksville, West Friendship, Dayton, Glenelg and parts of Ellicott City, Clarksville, Marriottsville, and Sykesville.

Welcome to the heart of Howard County. District 4 includes five Columbia villages: Wilde Lake, Harper’s Choice, Hickory Ridge, Town Center, and River Hill, as well as parts of Clarksville, Highland, Fulton, Scaggsville, and North Laurel.
Council Resolution 16-2013 requested the Howard County Voices for Change Youth Coalition to provide the County Council, the County Executive, and the School Safety Task Force with a report from the youth perspective on bullying in the community.
Approximately every ten years, following the adoption of a new General Plan of Development, the County undertakes the comprehensive zoning process. This process involves consideration of the zoning maps and the zoning regulations for possible changes that will be consistent with the General Plan.
Council Resolution 39-2014 created a task force to study standards and related parking issues for locating fueling stations and to recommend standards for locating facilities.

Deb has served as the District 4 Councilmember since 2018. Columbia has been her home for more than three decades. She brings to the Council her professional experience as an attorney, years of civic engagement, and passion for her community.
Many District 4 residents suffer from excessive noise and environmental pollution caused by incessant plane traffic to and from BWI-Marshall Airport. As a member of the citizen advisory BWI Roundtable, I have dedicated countless hours seeking relief from the Superhighway in the Sky.
