Under the County Charter, the Council must establish a Charter Review Commission every eight years. The Commission consists of 15 residents of Howard County. The purpose of the Commission is to review the County Charter and make any recommendations for changes to the Charter to the County Council.
The Liquor Board duties include issuing and revoking licenses to sell alcoholic beverages and assuring adherence to Maryland laws and the county's rules and regulations pertaining to the sale of alcoholic beverages.

Council Resolution 181-2016 called on the Equal Business Opportunity Commission to study the County’s Equal Business Opportunity Program and purchasing practices. The study was completed in August 2017 and the results and recommendations were presented to the Council in October 2017.
