On October 5, 2020, the County Council voted to approve CR142-2020, legislation establishing the first Racial Equity Task Force for Howard County. The Task Force is charged with recommending legislation to the County Council to address racial disparities and inequities in Howard County.

Council Resolution 119-2017 established an Economic Opportunity and Prosperity Task Force dedicated to exploring ways to create as many pathways to economic prosperity as possible for individuals and businesses in Howard County.

The School System Budget Review Committee was created on July 8, 2016, when the Howard County Council adopted CR88-2016. All meetings of this Committee are open to the public.

In 2016, the County Council held special legislative sessions on legislation related to Downtown Columbia including the Tax-Increment Financing bills, low and moderate income housing bills, the Development Rights and Responsibilities Agreement (DRRA), and more.

Zoning Board
Once each decade, Howard County updates its General Plan, a long-range, visionary document that guides land use, growth, and development decisions. The County’s Department of Planning & Zoning is leading a community outreach effort to create a new General Plan, called HoCo By Design.

Howard County Council Cannabis Workgroup

Council Resolution 104-2023 created this Cannabis Workgroup to study the effects of adult-use cannabis
legalization in Howard County and recommend legislative actions to promote health, public
safety, and equity in the local adult-use cannabis market; and generally relating to adult-use
cannabis.

District 5 covers approximately 50% of the land area of Howard County. It includes areas such as Highland, Woodbine, Glenwood, Mt. Airy, Woodstock, Cooksville, West Friendship, Dayton, Glenelg and parts of Ellicott City, Clarksville, Marriottsville, and Sykesville.

Under the County Charter, the Council must establish a Charter Review Commission every eight years. The Commission consists of 15 residents of Howard County. The purpose of the Commission is to review the County Charter and make any recommendations for changes to the Charter to the County Council.

Population and Housing Census data are released every 10 years and during that time, Howard County redraws Council District boundaries to reflect population changes and shifts which have been identified from the findings.
