Development Monitoring System
The development monitoring system was put in place as part of the County's Adequate Public Facilities Act (APF) adopted in 1992. The purpose of the APF law is to provide a growth management process that will enable the County to provide adequate public schools, roads and other infrastructure in a timely manner while achieving General Plan growth objectives.
