Under the County Charter, the Council must establish a Charter Review Commission every eight years. The Commission consists of 15 residents of Howard County. The purpose of the Commission is to review the County Charter and make any recommendations for changes to the Charter to the County Council.

Under the County Charter, the Council is required to establish a Compensation Review Commission in the year before an election year to submit recommendations to the Council relative to compensation for Council members and the County Executive in the following four-year term.

Population and Housing Census data are released every 10 years and during that time, Howard County redraws Council District boundaries to reflect population changes and shifts which have been identified from the findings.

Testimony on matters before the Council or Boards can be submitted in person during Public Hearings or in writing through mail or email. To be considered, all testimony must be received before the final action by the Body. All testimony received will be fully reviewed by the Council or Boards.

Comprehensive Zoning
Zoning Board
Approximately every ten years, following the adoption of a new General Plan of Development, the County undertakes the comprehensive zoning process. This process involves consideration of the zoning maps and the zoning regulations for possible changes that will be consistent with the General Plan.

Equal Business Opportunity Practices and Policies Study
Ongoing Efforts
Council Resolution 181-2016 called on the Equal Business Opportunity Commission to study the County’s Equal Business Opportunity Program and purchasing practices. The study was completed in August 2017 and the results and recommendations were presented to the Council in October 2017.
