General Plan

Zoning Board
Once each decade, Howard County updates its General Plan, a long-range, visionary document that guides land use, growth, and development decisions. The County’s Department of Planning & Zoning is leading a community outreach effort to create a new General Plan, called HoCo By Design.

Recommendations for All-Electric Buildings

Ongoing Efforts
Council Bill 5-2023 required a report to the Council with recommendations about changes to the Howard County Building Code that be needed to require all-electric buildings. The Report was completed in April 2024 and the recommendations are to be presented to the Council in June 2024.

Councilmanic Redistricting 2011

The U.S. census data is released every 10 years and during that time, the Howard County Charter requires the County Council to appoint a Councilmanic Redistricting Commission to prepare a plan of Councilmanic Districts and present the plan to the Council.

Population and Housing Census data are released every 10 years and during that time, Howard County redraws Council District boundaries to reflect population changes and shifts which have been identified from the findings.
